If you want to enter Canada as a temporary foreign worker, you will require authorization to work. If you’re not a Canadian national or permanent resident, you must have an employment permit to legally work in Canada.
Foreign nationals who want to work in Canada require authorization to work. A work permit can be described as a document that permits an international citizen to take part in work and receive a salary from a Canadian employer. However, in some specific circumstances, a non-Canadian
Work without a Work Permit
It is generally the case that you will need to get a work permit through Immigration, Refugees, and Citizenship Canada (IRCC) or a Canadian visa bureau before you arrive in Canada. To get these permits:
- You must receive an offer of employment from a Canadian employer before applying.
- The employer must submit a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC).
- ESDC will decide if an employer can employ foreign workers to fill the position.
There are specific work permits for certain types of workers. For instance, work permit programs are specifically designed for people who care for others, business people, and agricultural workers.
Suppose you’re currently located in Canada and are a resident of Canada. In that case, you could be eligible for a specific working permit.
Work Permit Requirements for Canadian Residents
Obtaining a working permit within Canada is possible if you meet the requirements.
- You are a holder of a valid student or work permit.
- Your spouse, common law parent, or partner can obtain a valid study permit (or work) permit.
- You’re eligible to apply for you’re eligible for an after-graduation permit to work as well, as your permit to study remains valid.
- You have a temporary residence permit valid for six months or longer;
- You’re waiting to hear a verdict on your application to obtain permanent residency from within Canada;
- You filed a claim for refugee protection.
- You’ve been designated an official refugee under the convention or as a protected person Immigration and Refugee Board of Canada;
- You are allowed to be employed in Canada without working permits; however, you’ll need the authorization to perform a job that is not your primary job (this is not the case for business travelers) or
- You’re a trader or investee, within-company transferee, professional in you, or a trader under Canada – United States (CUSMA) Mexico Agreement (CUSMA).
Canada Work Permits
It is not possible to use a work permit to enter Canada. If you are planning to move to Canada as a permanent resident, check if you are eligible to be a professional based on your skills at work and previous experiences.
Can I become a permanent resident?
Temporary foreign workers may apply for permanent residency in these programs:
- Canadian Experience Class (CEC)
- Opportunities Ontario: Provincial Nominee Program (PNP)
- Caregiver Program: Note some changes are expected to the Caregiver program starting in 2019. We will update this page when we learn more information.
You must meet the eligibility criteria to participate in these programs.
You may also apply for skilled workers; however, there isn’t a specific category in the class of skilled workers that is specifically designed for foreign temporary workers.
Jobs in Canada that do not require a Work Permit
There are a variety of jobs available in Canada that do not require authorization to work.
The following jobs do not require authorization(work permit) for foreigners to work in Canada. It is essential to understand that including these jobs on the list doesn’t mean one is eligible for an exemption from work permits.
To qualify for an exemption from a work permit, the applicant’s position must be on the list. They need to satisfy the additional exemption requirements for their particular job as laid out on the International Mobility Program webpage.
- An athlete or coach
- Accident or accident in the aviation industry investigator
- Visitor from business
- Inspector of civil aviation
- Convenor of the convention
- The Crew Member
- Provider of emergency service
- Examiner and Evaluator
- Witness expert or an investigator
- The family member who is a foreign rep
- A foreign government official or representative
- Health students in health
- Referee, judge, or an equivalent official
- Personnel from the military
- News film or reporter as well as a media team
- Staff member or producer involved in the creation of advertisements
- The public speaker
- Short-term highly-skilled and skilled worker
- Researchers who work in a short time
- Students working outside of campus
- Students working on campus
Suppose a non-native work in one of the roles or scenarios mentioned above. In that case, they could be qualified for a work permit exemption.
Athlete or Coach
Suppose you’re a foreign citizen who is a part of an athletic team from another country playing in Canada, Canada. In that case, you could not require a work permit. This applies to athletes, coaches, and other players on foreign sports teams. If you’re a member of a Canadian team, you’ll need a permit to work.
Investigators of aviation accidents or incidents
Suppose you’re recognized as an agent or advisor to investigate aviation or other accidents. In that case, you could be exempt from obtaining authorization to conduct this investigation in Canada. To qualify for exempted work, your analysis has to be carried out under the Transportation Accident Investigation and Safety Board Act.
Business visitors are foreigners who visit Canada to conduct business. However, they are not allowed to join the Canadian labor market. Suppose you fall within the criteria of a business visit. In that case, you could be exempt from obtaining a Canadian working permit.
Civil aviation inspector
Suppose you’re employed to monitor the plane’s operations and the security of the cabins of international flights that pass through Canada. In that case, You may be eligible for an exemption to a work permit.
Suppose you’re a non-native citizen with an ordained ministry, layperson, or religious leader. In that case, you could be eligible for an exemption from work permits to carry out religious duties in Canada. Your responsibilities in Canada might include the following: preaching beliefs, leading worship, or offering spiritual counsel.
The organizer of the convention
Suppose you host or manage international conventions, meetings, or other events. In that case, you could be eligible to be exempt from work permits. Note that this exemption is only available to organizers. Those who offer hands-on service (audio-visual solutions, for instance) at these conventions need the proper work authorization.
If you’re a non-native citizen who works as an employee of a truck or bus driver, or shipping worker could be eligible for an exemption from a work permit. To qualify for an exemption, your work must satisfy two requirements:
- You should be working on vehicles registered and owned by companies that are not located in Canada that are used for transporting people or cargo internationally and
- Your job must be linked to the operation of vehicles and/or serving passengers.
Emergency service provider
Suppose you’re a non-Canadian citizen employed for a time in Canada to provide assistance during the time of an emergency situation. In that case, you could be eligible for an exemption to a work permit. Your service must protect the lives and the property of Canada. Emergencies encompass natural disasters such as floods, fires, and industrial accidents threatening the environment.
Examiner and assessor
Suppose you’re a non-native citizen and an academic or educational expert. In that case, You may be eligible for a work visa exemption for specific tasks in Canada. This includes evaluating or supervising academic research projects, research plans, and theses. It can be employed by the Canadian institution of higher education or a Canadian research group.
Expert witness or an investigator
Suppose you’re working in Canada to present evidence before a regulatory body, a tribunal, or a law court. In that case, You may be qualified for a work permit exemption.

In the case of a spouse or child of a foreign official, You may be eligible for a Canadian work permit exemption. To be eligible, you must fulfill the following requirements:
- You must be accredited through Global Affairs Canada (GAC) with a GAC counterfoil on your passport.
- You need to have a letter of no objection from GAC. This type of letter is usually issued if a reciprocal agreement exists between Canada and a different country.
foreign government official or representative
You may be eligible for an exemption from a work permit if you meet one of the following three requirements:
- You are an employee of a foreign state that is a part of an exchange agreement, which permits officials to work in government within your own country and Canada.
- You are a diplomat from another country or an official representative of another country.
- You are a diplomat from a foreign country or an official representative of the United Nations.
Government employees must obtain an official document for employment in Canada for over three months.
Health care student
Suppose you’re a foreign citizen who is enrolled in the field of healthcare in Canada and would like to take on work in a learning program. In that case, you could be qualified to be granted a work permit exemption. To qualify to be eligible for this exemption, you have to meet the following requirements:
- You must be enrolled in clinical clerkships.
- The principal purpose of your job is to provide training.
- You must obtain official written authorization from the regulatory body of your province that regulates your occupation (please be aware that some areas do not need this).
- The training should not last longer than 4 months.
If you fail to satisfy all of these requirements, You will need authorization to work.
Judge, referee, or another official
Suppose you’re a foreign national traveling in Canada to be a judge or serve as an official in an international amateur event. In that case, you could be eligible for an exemption from a work permit. The following kinds of events can be suitable for exemptions:
- Festivals of dance and music.
- Animal performances.
- Agricultural contests.
Personnel from the military
Suppose you’re a member of the military of another country. In that case, you might be qualified for a work permit exempt from Canada. To be eligible in this category, you must be issued a movement order stating that you have entered Canada following the Visiting Forces Act.
Film or news reporter and media crew
Suppose you’re a foreign citizen employed in Canada as a reporter, media, or film crew. In that case, you could be eligible for a work permit exemption. To be eligible, you must satisfy some of the requirements:
- You have to be a journalist or a news reporter’s team member.
- You must be part of a media or film crew that will not be able to access the Canadian employment market.
- It is necessary to be a professional journalist employed by either radio, print, or television publication that is not Canadian.
- It is necessary to be a permanent correspondent.
- Being a supervisor or clerical employee for an event for less than six months is necessary.
staff member or producer who creates advertisements
Suppose you enter Canada to work on a foreign-financed commercial/advertising shoot for television, magazines, or other media. In that case, you may qualify for a work permit exemption. To qualify, you must be in any of these jobs:
- Film producer
- Other personnel essential to the job
This exemption is only available to temporary employment typically lasting less than two weeks.
Certain performing artists from outside the country can perform for some time in Canada without a permit to work. To qualify for this exemption, the national of the country must satisfy several requirements:
- You are the artist from abroad or the artist’s primary support staff.
- You will be performing within Canada for a brief duration.
- You won’t be employed to continue Canadian employment by the organization that has contracted with you.
- You won’t be involved in creating a radio, television, or film program.
Suppose you’re a non-native national and are an invited speaker, commercial speaker, or seminar leader. In that case, you could be eligible for an exemption from a work permit. Speakers at events that last not more than five days can be allowed to apply to be exempted from this requirement.
A highly skilled worker in the short term.
Highly skilled workers might be able to work within Canada for short-term periods if a specific time has passed between every exemption. In the context of the exemption for short-term work permits, foreign nationals with no Skills Level, either A or 0, are exempt from needing the authorization to work for a limited time in Canada. For the purposes of the exemption for short-term work permits, the worker must be present:
- To work in 15 calendar days consecutive or less. Six months have expired since the start of my career in the prior use of this exemption or
- Work in 30 calendar days and the passage of 12 months since the initial day of work in the previous usage of this exemption
Since the temporary work permit exemption was designed to allow work for foreign nationals who reside outside of Canada, residents of Canada do not qualify in this way.
Researcher for short-term
Certain foreign nationals traveling to Canada for short-term research might be qualified for a work permit exemption. This exemption is only available to those who meet the following criteria:
- Researchers must be enrolled in an institution of public degree or an affiliated research institution
- It is required to work for 120 or fewer consecutive days
- Do not apply for this exemption in the last 12 months.
Students working outside of campus
Full-time international students are not required to have an employment permit to be off campus while they study. Full-time students in the United States can work as much as 20 hours a week during the study period and work full-time on academic holidays regularly scheduled during breaks.
Student working on-campus
Suppose you’re a full-time foreign pupil in Canada and are not a resident of Canada. In that case, you don’t require a work permit to work on the campus in the area where you are studying. Full-time students in Canada can work as much as 20 hours a week during the study period and work full-time during academic holidays and breaks.
